feat: add xAI voice bot with Grok integration

- Add pkg/xai WebSocket client for xAI Voice Agent API
- Add cmd/voicebot TeamSpeak bot with voice bridge
- Proper 20ms audio timing with buffered queue
- Clear audio queue on user interruption (VAD)
